So why does a 2012 house have popcorn at all?

Fair question, and the answer is money rather than fashion. Sprayed acoustic texture covers a level 3 drywall finish in a single pass, which means the builder can skip the extra skim and sanding a flat ceiling needs. It was still standard on plenty of Central Texas production housing well into the 2010s.

That texture is gypsum, water and expanded polystyrene beads. It is inert, it is not a health issue, and the only reason to take it off is that you do not like looking at it. Which is a perfectly good reason.
